That price is the notional asset value (NAV) and for accounting purposes it gets reported as the amount of money in the SS fund. However, that is a very dodgy accounting gimmick because it bets all those future SS payments on the T-note market never getting thrown out of balance. It does nothing to hedge the concern: what if T-notes go down in value in the future? The SS fund hold mostly T-notes and very few Fed-notes, so when they want to send people their checks they have to first sell some T-notes, and then they can send that money to people as checks and direct deposit. If China dumps their T-notes, that will mess up the T-note price, and Social Security will become insolvent immediately.

ANALYSIS: What they never mention is that when China does dump their T-bonds, then social security will immediately run out of money. Fed notes are money, Treasury notes are not money. The US Social Security (SS) fund is filled with T-notes that have a notional asset value. That is the value the T-notes would be expected to fetch if they were sold for Fed Notes (money). That price is the notional asset value (NAV) and for accounting purposes it gets reported as the amount of money in the SS fund. However, that is a very dodgy accounting gimmick because it bets all those future SS payments on the T-note market never getting thrown out of balance. It does nothing to hedge the concern: what if T-notes go down in value in the future? The SS fund hold mostly T-notes and very few Fed-notes, so when they want to send people their checks they have to first sell some T-notes, and then they can send that money to people as checks and direct deposit. If China dumps their T-notes, that will mess up the T-note price, and Social Security will become insolvent immediately.
